The USGA’s Rules of Golf department clarified our Jan. 30 explanation of McIlroy’s penalty
in the Abu Dhabi HSBC Championship: “Sand
is a loose impediment on the putting green
and can be removed when it is located on the
putting green. However, removing sand that is
not on the putting surface to improve the line of
play is a breach of Rule 13-2 and will result in a
two-stroke penalty. Sand on the green is okay to
move; sand off the green is not.” l
